The Price of Being Counted

Five more instructions, and they do not sort into a single subject: an incense altar, a census levy, a bronze washbasin, and recipes for anointing oil and for incense. Two are closed formulas — make either for your own use and you are cut off from the people. The census levy is stranger still: counting people is treated as dangerous, and half a shekel per adult male is the fee that makes it safe. The rich pay no more and the poor no less.
